One of my few complaints about my CR-V is that the pocket in the tailgate was not very useful in stock form. It's not that I couldn't put anything in there, it's that it was really inconvenient to have to hold the pocket in place while latching and unlatching it. I came up with this solution for mine. Feel free to copy me on this.

This is what it looks like after my update. As you can see, I can just throw stuff in there and grab stuff out, just like the regular 4 door pockets.
My solution was to get a second cover, and cut it in half horizontally to make the pocket permanently open, but still able to hold stuff.
I cut tabs out of the top half that I was no longer using to make these tabs on the side. I then glued the tabs to my new lower half.
I did not want to permanently modify my tailgate's interior panel, so I put 3M mounting tape on the new tabs. The original lower tabs don't require anything on them to hold the bottom of the cover in place.
The only downside to this is that the plastic has to be really clean before the mounting tape will stick to it, or else it will just come off. You also have to press the tabs really firmly onto the tailgate panel to make them stick.
